The writer cites amongst other instances that of the Small Holdings Act which compels the parties to accept the decision of an arbitrator and forbids the employment of counsel and solicitor except with the leave of the Board of Agriculture. [...] He contrasts the constitutional guarantee which exists in the United States of America against the enactment of statutes affecting the rights and liberties of the subject with the total absence of any such judicial checks on the activities of the English Legislature and he thinks that in this respect the English constitution is imperfect and he asks for a similar guarantee in respect of British [...] Such an argument would no doubt have considerable force but thoughtful students of the English constitution have noted that the English Legislature to-day is not quite as reponsive to the will of the people as it used to be in the days which followed the introduction of the first Reform Bill ; that the power of the Cabinet— or in other words of a number of able men who by the display of qualit [...] P.
