The chief ground on which we approved of the scheme was that we entertained doubts as to the advisability of entrusting the members of tha Executive Council of the Governor with the duties of hearing appeals from the orders and decisions of tithe Commissioners and other Revenue officers. [...] We wonder why the majority of elected members did not support the Hon’ble member in asking the Government to place the correspondence between the Provincial Goverment the Government of India and the Secretary of State on the subject on the table. [...] If they had we are sure that the Bengal Government after reference to the Government of India and the Secretary of State would have been only too glad to place the official papers relating to the question on the table for the consideration of the Council. [...] But he observes there has been a break up of the old basis the introduction of new elements the expulsion of old—an "impairment " in others words "of that harmony between the opinions of plain men and the principles of the criminal law which is the best security for its observance and the true chief defence of society." The progress of disruption and.tranformation is not new but the cha [...] The amount of the insurance was for /3 too and the action was now brought to recover his prportion of the amount due from the Defendant Heath ; and the result of this action was to govern the claims against the other under-writers.
