Tn this case which was a suit for the construction of a document after the lapse: of more than fifty years the judgment of the High Court was delivered on the 11th March 19.11 but the record was.not received at the Privy Council Office till the 25th February 1915 and the appeal was not set down for bearing until ;Tune i 916. [...] 419 contains the general provisions as to the mode of preferring an appeal and the materials which the Appellant must furnish at the time of prsenting the appeal. [...] The petitioner having a copy of the pamphlet in his possession made it over to the Commissioner of Police under protest and challenged the validity of the order of forfeiture: The Court held that though the notification was defective inasmuch as it (lid not "state the grounds of its opinion" (which was in the nature of a mandatory direction) the High Court was debarred by sec. [...]. Thus while the operation of the Act has been made as wide as possible the power of the High Court to intefere has been so fu reduced as to render it Merely "illusory." The result is that the existence of a newspaper is a matter of grace on the part of the Government and not a matter of right. [...] In the opinion of Rahim C. J. the only remedy open to the petitioner in respect of the illegal magisterial order lies in a civil suit presumably for the refund of the money or damages or an appliction under sec.
