In August of the same year a difference arose between the all-powerful Minister of the Interior and the Minister of Justice over the acquittal by the St. [...] The Minister of the Interior demaned the dismissal of the " irremovable " Presdent of the Court but the Minister of Justice urged on the Tsar the unwisdom of such dimissal in violation of statutory provisions so recently promulgated and the well-meaning Tsar accepted the more constitutional advice. [...] After curtailing the independence of Judges making the Justices of Peace the nominees of the Crown restricting the scope of jury trial removing political and press offences froth the jurisdiction of ordinary Courts and even interfering with the freedom of speech of advocates at such trials the Ministers prceeded to restrict the growth of the Russian Bar which had been created under the Judi [...] But the friction between the Duma and the Tsar's reactionary Ministers continued and the administration of the country including the administration of justice continued to be controlled by the latter. [...].Last year (1010) the President of the Court of Varonij received a reprimand and the Procueur of the same Court was dismissed on account of the acquittal of the members of the Committee of the Constitutional Democratic Party who were accused of illegal conspiracy.
