We are informed by Reuter that the Crown made an application before the Judicial Comittee for the admittance of some telegrams that had passed between the Government of the Punjab and the (1-overnment of India rgarding the Amritsar riots in the appellate proceedings now pending before the Privy Council evidently for the purpose.of showing that the Courts-martial which had tried the Appell [...] The Privy Council has refused the application of the Crown to admit further evidence on the hearing of the forthcoming appeal of twenty-one persons against convictions in connection with the Amritsar riots. [...] Sir John Simon opposing the application said that apart from the question of the true constrution of Ordnance there was an important point turing on the section of the Government of India Act which prevented the Government of India from passing a law depriving the King's subjects of cons stitstionat protection. [...] This view of the la W appears to have been accepted even by the Original Act of 1885 and up to the time of the amendment of the Act in 1898 the main sections of the Act did nowhere even by implication reconise the under-raiyat's capacity for acquiring a right of occupancy. [...] 4 of the Act which gives an exhaustive classification of the diffeent classes of tenants in the Rent Law does not recognise an under-raiyat with a right of occpancy and that in fact the Act would have defined without failure the status of an underaivat with a right of occupancy and provided for the incidents of such a right if it could at all he acquired by him in accordance with law ;
