We have received a number of corresponences concerning the grievances of the public as also those of the members of the subordinate judicial service relating to the injustice of which the litigant public and the members of the sevice as well are not infrequently the victims owing to. [...] A perusal of the correspondence will convince the learned Judge in Charge of the English department that a substantial grievance exists with regard to the administration of civil justice in the mofussil. [...] Justice Bailhache in the case of Burry v. Vanden Hut* decided in the ding’s Bench Division of the High Court of ;Judicature in England is of considerable iportance in India having regard to the varitions in the rates of exchange that have taken place in this country during the last six months. [...] The speedy mannein which the cases are now disposed of will appear good in the eyes of many District Judges who are held responsible for the state of the files of their districts and if a Barrister or Vakeel Jtidge of the High court inspects the same. [...] is desired to improve the quality of work of the Munsif and Subordinate Judges it will be necessary for some years to come to consider the promotions of the judicial officers specially to -4 +e listed posts in the light of the opinions of some learned Judges of the High Court based on actual inspection of the work of those officers along with the remarks of Ditrict Judges.
