We have frequently expressed ourselves against all agitation seeking to limit the prerogative of the Crown to hear appeals from the Dominions as disruptive of the unity of the Empire and we shall be grieved to find it originating in any expression of opinion traceable to the Judicial Committee and even more to any measures adopted by the High Court in the supposed compliance with such opinion. [...] Since the passing of the Civil Procedure Code of 1908 Rules governing the practice and procedure on the Appellate Side of the High Court cannot be passed without previous pulication and without considering the Report of the Rule Committee and without the previous sanction obtained from the Governor-General in Council. [...] But enough has been said we think to show that the strongest grounds exist for the abrogation of the present Rules and for reframing them in coformity with the procedure laid down in Part X of the Civil Procedure Code—a procedure which if followed will ensure the consideration of the draft Rules by the public' and such competent responsible bodies as the Vakils' Assoc'ation 'and the Rule C [...] SIR May I have the hospitality of your journal to publish the following notes on the legality of the New Rules governing the practice and proOdure on the Appellate Side of the Calcutta High Court which have been brought into operation since the re-opening of the High Court after the Long Vacation. [...] The titles of the chapte'rs of the book will show the method followed by the authors.
