In reviewing the costitution of the self-governing Dominions which are more or less modelled on the British constitution we pointed out that the key to the popular control on any Government cosists in the control of the public purse by the representatives of the people. [...] If public opinion in India had asserted itself and demanded lhat the recommendations of the Assembly should be given effect to. by the Governor-Genral we do not think that it would have been possible for the Secretary of State for India to fetter the discretion of the GovernoGen!al under the unwarranted legal opinion of the law officers of the Crown in England. [...] It does not give any detailed estimate of the Army expenditure but it only obtains the sanction of the House authorising the Treasury to pay out of the coni3 olidated funds the expenditure for the Army and the Navy. [...] The exact procedure as to providing necessary revenue to meet the required ependiture :;-s that the Chancellor of the Echequer presents to the House of Commons his " Budget " which states the estimated expendhire and revenue for the year and the prOposals made by the Government of the day for any new taxes the enhancement of old ones or their abandOnment or reduction and the most impor [...] There is besides the above a third stage in the proceedings of the House of Commons in the exercise of its financial functions and this is what is known as " Appropriation.''
