The protest of the Governor of Bengal who is quite alive to his sense of responsibility to the Legislature owing to his long Parliametary training deserves the serious attention of the Government of India and of the Indian public. [...] With - regard to the paper-book controversy the High Court has gone a great way to meet the reprsentations of the section of the profession iterested in it and we are sure that it will do its best to meet the wishes of the Bengal 'ouncil that the department should not be a urden on the tax-payer or oppressive to the litigants. [...] But quite apart from that the prsent system of the Government of India contnuing to be the administrative head of the Cacutta High Court is a constant source of iconvenience to the High Court to the Goveiment of India and still more to the Goverment of Bengal. [...] The Local Government is in a better position to judge of the requirements of the High Court both with regard to the personnel and the numerical strength of the Bench and of the ministerial staff connected therewith. [...] But with the gradual -recognition of the raiyat's poWer of voluntary alienation of his holding the illogicalness of his right to object to an involuntary sale became manifest and the Special Bench corrected the propostion quoted above in the following way : " transfer of the whole or a part is operative as against the raiyat whether it is made volutarily or involuntarily."
