[...] It should be mentioned here that on the 23rd of March the GovernoGeneral placed the identical Bill which he had recommended to the Council of State and was so passed by the Council on the table of the Assembly as a Bill recommended by him to the Assembly.* We are unable to find from the terms of sec.
