Further the term under age which did mean under 20 completed years of age according to paragraph B of the Fie& Protocol of the Convention of 1910 is now interpreted as meaning under 21 completed years of age by virtue of the prAisione of Article 5 of the International Convention adopted by the Second Assembly of the League of ’Nations. [...] In view of the Resolutions adopted by the Council of Slate on the 3Ist January 1922 and by the Legislative Assembly on the 7th February 1922 the International Covention adopted by the Second Assembly of the League of Nations was signed at Geneva ontehalf of the Government of India by His Majesty’s Minister at Borne on the 28th March 1922 with the following reservation “India reserves the righ [...] On the 7th of February 1.922 a Resolution was “A -ec by Sir William Vincent in the Legislative Assembly to the effect that the Government of India do accept the Intenational Convention subject to the reservation that the Assembly may in its discretion sust itute the words ” sixteen completed years for ” 21 completed years.” Sir William Vincent recognised in the course of the debate that ” t [...] The Bill provides for the iippointmeN of an Advisory I3oaM consistingsof the Chief' Engineer of the province as Chairman and two expert advis;?rs as well as of a number of inspectors to supevise the construction and maintenance of the ropeways. [...] We believe that the fees realised frothe promoters of the ropeways will not be sufficient to meet the remuneration of the Governdent staff and that the proVincial reveriues will have to be drawn upon to balance the deficit.
