[...] The Governor has the power to nominate the members of the Legislative Council but in practice he does so on the recommendation of the ministers who are responsible to the House of Representatives. [...] In Bholu v. Ram La (1) Shadi Lal C. J. delivering the judgment of the Court observes " We are of the opinion that the procedure relating to suits is not applicable for execution There is however nothing in the Code to restrict the inherent power of the Court to pass such orders as may be necessary for the ends of justice.
