Is only when the annual Appropriation Act i.s passed that money can be paid out ofPublic Funds but as this generally comes on at the end of the year votes on account " are passed from titnA to time to enable the administration to go on In the Rules and Stan clieg Orders of the Bengal Council the procedure which has been followed " setirupulous care" is that of the Committee of Supply. [...] '72D of the Government of India Act prvides that " the estimated annual expenditure and revenue of the province shall be laid in the form of a statement before the Council in each year and the proposals of the Local Gdvernment for the appropriation of profincial Revenues and other moneys in any year shall be submitted to the vote of the Council i'h the form of demands for grants. [...] The Council may assent or refuse its assent to a demand oi may reduce the amount therein referred to either by a reduction of the wholgrant or by the omission or reduction of any of the items of expenditure of 'which the grant is composed!! — - The. [...] Rule 32.—(1) An estimate shall be presented to the Council for a supplementary or additional grant whe(i) the aniount voted in the Budget of a grant is Mind to be insufficient for the purposes of the current year ; or (ii) a need arises during the current year for expenditure for which the vote of the Council is necessary upon some new service not conteplated in the Budget for that year.
