We give below an extract from the report of the debate during the second reading of Ins Bill in the House of Lords film the Morning Past of the 9th June last which will he found very interesting :— “ The Lord Chancellor in moving the second reading of the judicial Committee Bill said it authorised the appointment of two additional members of the Judicial Committee with experience of Indian law a [...] the Code so as to provide that wheever in connection with any proceedings taken under the Code against several accused it becomes necessary by virtue of any special provision to refer the case of any one of the accused to a higher Court the cases of all the other accused will also be submitted to the higher Court. [...] 145 of the Evidence Act 1872." The words " if duly proved eltarly show that the record of the statement cannot be admitted in evidence straightway but hat the officer before whom the statement was made should ordinarily be examined as to any alleged statement or omitted statement that is relied upon by the accused for the purpose of contradicting the witness ;aand the provisions 4 1* sec. [...] 162 with the language of the section in the previous Codes and note hew the language of the section in the previous codes was construed. [...] The Appellant contended-- that the order having determined an issue in the case and the rights of the parties about the properties was a decree within doe meaning of see.
