The address that the Lord Chief Justice of England delivered at the annual meeting of the American Bar Association held at Buffalo on the 1st of September last is a very weighty prnouncement on the time-honoured priciples of liberty freedom and justice which have been the very corner-stones on which the superstructure of the British constittion and its replica in the Dominions rest. [...] Luted to the development of the liberty of the subject and the freedom of the press and that the constitutional guarantees as embodied in the itoyal Charters and declartions are merely confirmatory of what had come to be recognised as the law of the land. [...] The gist of the matter as you remember was put in a couple of sentences a few centuries before Christ by Athenagoras of Syracuse. when ho said that democracy is the fairest name of all because; while under a despotism or an oligarchy tho reins of power aro in the hands of one man or of a few men under a democracy every citizen of the State haw a share in the Government of the State. [...] Tho best is found to be the kind of State which approaches most nearly to the condition of the human body and the organic unity of the body is illustrated by the ease of a man who suffers a wound in his finger. [...] Rut is it certain that this system of ours the rule of law equdity before the law and the exclusion of arbtrary poweis quite free from risks of invasion and diminution ? No doubt there is not and there is not likely to be any open return to certain notions which were current in the sixteenth and seventeenth centuries from the time of the accession of the Tutors to the time of the expuls
