5 of the Press and Registrtion of Books Act the printer of a periodical has got to make a declaration before a Magistrate that he is the printer of the periodical in question. [...] 7 of the Press Act threw the onus on the accused who was bound to prove that he was not the printer so far as the offending matter before the Court was concerned and that absence in good faith and without knowledge of the seditious articles would be sufficient evdence to the contrary but not absence in bad faith. [...] The section has again been intepreted in the recent Allahabad case in conection with the prosecution of the editor and the printer of the newspaper Risalat on a charge of defamation. [...] In the Criminal Courts of Bengal outside the Presidency Town no fees are required for serving process on the accused and on the witnesses of the complainants whenever any complaint of a cognizable offence is made but no petition of complaint of a cognizable offence is entertained unless a fee of one rupee is paid for it. [...] 546A of the new Criminal Procedure Code and is as follows :—" Whenever any complaint of a non-cognizable offence is made to a Court the Court if it convicts the accused may in addition to the penalty iposed upon him order him to pay to the complainant (a) the fee (if any) paid on the petition of complaint or for the examination of the complainant ; (b) any fees paid by the complainant for se
