towards the middle of the last century the movement for Italian Unites was all powerful and there was a natural cry that the Pope should grant a constitution and a constitution was granted but soon after the old order of things was restored through the help of the French Government under Napoleon III who though he had helped Italy in regaining independence was at the same time a great supporter [...] But the socialist party towards the end cf the last century repudiated all connections with the anarchist movement and confined itself to the adoption of socialistic principles for the reform of the economic conditions of the Italian people. [...] Moreover the govern-. mental decision to adopt the British Nationality and states of Aliens Act of 11114 is a gratifying proof of the desire of the Dominion to co-operate with the Empire. [...] He held that under the existing law despite the resolution of the imperial Conference of IRS it Auld rest with the Imperial and not the Dominion Government to advise the Crown as to the right of disallowing or on reservation of assenting to a nationality measure passed in New Zealand though. [...] Sir James Allen who demonstrated the propriety of New Zealand action to assimilate its law of naturalization to the Brtish Jaw and sdpported the proposal raised also the question of the fuller use of the High Commissioner as the proper means of communication in England between the New Zealand Government and the British GeCerment.
