The following is the summary of the rcommendations in the Report of the Comission on the Constitution of Ceylon from the Law Quarterly Review referred to in our last issue. [...] The Chief Secretary will be the Chairman of the Board of Ministers but the Chairman and Minister will elect the Vice-Presdent who will also be the leader of the Council the parlimentary mouthpiece of the Government to explain the Budget and other matters on behalf of the Board answer questions addressed to the Government and announce the order of business as arranged by the Board. [...] When the examination of the winesses for the prosecution and the examintion if any of the accused are concluded the accused shall be asked whether he means to adduce evidence. [...] If the accused says that he means to aciCoce evidence and the Court cosiders that there is evidence that he comitted the offence or if on his saying that he does not mean to adduce evidence the prosecutor sums up his case and the Court considers that there is evidence that The accused *committed the offence the Court shall call on the accused to enter on his de-. [...] THE LORD CHANCELLOR.—At present we have the position that the Ordinance prvides for a trial by a jury and the trial takes place without a jury and without the prisoner being told that that course is adopted on the basis of its having been int practicable and impossible to have a jury by reason of the local circumstances.
