With regard to civil administration some reserve powers are to be exercised as safguards by the Governor-General and the Governor in the interest of public traquillity and for the protection of the liberty and legal rights of minorities. [...] It should be remembered that although the Army and Navy budget estimates are sumitted and passed by the Parliament annually and no standing Army may be kept without the leave of the Parliament yet it is well-known that the Army and Navy are paid by " votes on account " out of the Consolidated Fund Charges pending the passing of the budget by Parliament and the bar against the appropriation of [...] The work here shows the trained hand alike in the arrangement of the material and the wide range of the sources from which the material is drawn. [...] The connection of the States with the Federation will remain subject to the basic principle that with regard to all matters not ceded by them to the Federtion their relations will be with the Crown acting through the Agency of the Viceroy. [...] As regards Finance the transfer of financial responsbility must necessarily be subject to such conditions as will ensure the fulfilment of the obligations incurred under the authority of the Secretary of State and the maintenance un-impaired of the financial stability and credit of India.
