The stipulations regarding minrities in these Treaties and Declarations are placed under the guarantee of the League of Nations ; to the Secrtariat of the League is assigned the duty of collecting information concerning the manner in which the minrities are treated and the Council is responsible for the exact execution of the clauses which have been drafted for their protection. [...] The Free State may however say that whatever the theory the members of the Privy Council are appointed on the advice of the English Ministry and no Dominion has any voice on the matter. [...] 64 of the Contract Act also did not apply for the Plaintiff could not he said to have received any bencat under the contract; the Defendant was only offering the benefit of improvements made by him claiming from the Plaintiff the cost of such improvements.
