The reason why Sir Herbert Samuel was allowed to oppose and vote against the Tariff proposals of the National Government was that after the meeting of the Cabinet held on the 22nd of January last it was found that it was impossible to attain unanimity regarding the report of the Committee on the Balance of Trade although it was 69lxx THE CALCUTTA WEEKLY NOTES [Von. [...] So the only control that the Ministers can exercise over the executive Government here is if the Ministers are opposed to the Government policy and are overruled by the Governor by opposing and voting against the policy at the sittings of the Legislature when they have the support of the House and thus bringing pressure on the Government to amend or abandon its policy. [...] They therefore recommended the printing of the lists from the Government of Bengal Press and the reduction of the price to Re. [...] 61 of the Provincial Insolvency Act with the object of superseding that section of the Insolvency Act and confining the decisions on all such matters to the provisions of sec. [...] That the starting point of limitation is the time when the possession of the co-morgagees in possession becomes adverse to that of the others.
