On the 12th of December 1911 H. M. The King-Emperor concluded the Delhi Durbar by announcing the annulment of the Partition of Bengal and the creation of the new Province of Bihar and Orissa. [...] The resolution before the Bengal Legislative Council is an eminently reasoable one and the demand for a Commission or Committee of enquiry on the lines of Orissa Committee should be supported by every member of the Council who has the best interests of the province at heart. [...] Their duty was to be in touch with tht mebers of the Indian Legislature and the woring of the Legislature study the view-points of non-official members and of those of the different groups or parties into which they were divided and interpret them to Goernment. [...] In the case of Phansalkar v. Emperor bfore a Full Bench of the Bombay High Court it was contended on behalf of the Government that the High Court had no power of superintendence over the Courts constituted by the Emergency Powers Ordnance (II of 1932). [...] Where the Plaintiff puts a certain valution for the purpose of court-fees and the Defendant accepts that valuation and chooses his forum of appeal on that valuation the Plaintiff cannot be allowed to plead aftewards that the market-value of the land is less.
