The review dose not appear to be by a lawyer for a large part of the argument used is purely political and nothing better than what has come to be the stock-in-trade of propagadists against Russia namely the alleged supression of the liberty of the subject. [...] It ought also to move for the recruitment of members of the Bench from the Bar for the separation of the executive and the judcial functions and otherwise concern itself with the raising of the standard of aministration of justice. [...] Among the ojects proposed by the promoters we find protection of the interests of layers maintenance of cordiality between the Bench and the Bar and safeguarding the interests of the public in the sphere of legilation. [...] The pledging of railway receipts with Itent to pledge the goods despatched therunder as security for the payment of debts amounts to a pledge of the goods although the pledgee may not give notice of the secrity to the Railway Company. [...] JJ.)—That the dismissal of the application for final dcree for non-payment of batta cannot be construed to be the dismissal of the suit iself which is not within the power of the Court.
