The proposed text of the Instrument of Instructions to be issued to the GovernoGeneral and the Provincial Governors under the new constitution confirms our reading of the coming Government of India Act that it is intended not so much to confer selgovernment on the people of India as to confer autocratic powers on the executive heads. [...] The clause which has the closest bearing on the question of selgovernment is the following :— “ In all matters within the executive authority of the federation save in respect of those functions which he is required by the said Act to exercise in his discretion our Governor-General shall in exercise of powers con ferred upon him be guided by the advice of his Ministers unless in his opinion [...] In the course of the examination questions were put by the trustee's Counsel to the effect that when the witness saw the letters he knew that there had been some honour trafficking. [...] common ground that the witness Norton being a Plaintiff was a party to the comprmise and that the debtor and his guarantor paid large sums of money to the witness and the other executors under the compromise. [...] In the case under rview in the matter of the compromise the witness as Plaintiff dealt with the debtor : as a result of the compromise he received the debtor's property.
