In such a case in the absence of a receipted aknowledgment slip there would be no direct evidence except in the possession of the post-office that the letter was served on the addressee. [...] Nor is the presumption rebuttable—the service “ shall be deemed to have been effected.” The presumption in the latter part of the section which is rebutable refers only to the time of the service.
