The ceremonies attending the formal asumption of the office of the Governorship of the Presidency of Bengal which took place on Saturday the 27th of November last were impressive and interesting not merely from a spectacular point of view but from the constitutional as well. [...] He was evdently transferred from the Governorship of Bombay to that of Bengal because of the tact judgment firmness and fairness that he displayed in settlement of the communal strife and dispute which resulted in serious riots and breaches of peace over the etension of the Sonia Maruti temple in Bombay. [...] As regards the special and reserve powers of the Governor over the administration and legislation be they executive financial or legisltive according to the convention establised by negotiations carried on between the Congress the Governor-General and the Prvincial Governors it will be obligatory on the Provincial Governors to consult the Ministers concerned and to persuade or be pe [...] Another measure of proposed legislation by the present Ministry is said to be the ehancement of the jurisdiction of Court of Small Causes in Calcutta and the curtailment of the jurisdiction of the Calcutta High Court on its Original Side. [...] The " relation back " doctrine governs the interpretation of the expression " order of adjudication " occurring in some of the later sections of the Provincial Insolvency Act.
