The Hon’ble the Prime Minister has considered individually the cases of certain prisoners classified as Political And in accordance with the advice tedered by him as a result of this examination H. E. the Governor is issuing orders directing the release of those prisoners and ’cancellation of the unexpired potion of their sentences. [...] The settlement gives up indiscriminate release and accepts the principle of individual exmination ; and since the first was what the Governors objected to and the second was what they desired the constitutional upshot is that the Governors have established their right to interfere and impose conditions on 61lxii THE CALCUTTA WEEKLY NOTES. [...] 54 the first empowering the Governor-General to give directions and the second makirg it the duty of the Governors to obey them. [...] If then there is power to give directions on the one hand and duty to obey them on the other coupled with the duty to have regard to the supremacy of the Federation is or is not there the right to apply for directions ? The answer will be yes or no according as one emphasises the authority of the centre or provincial autonomy.—En.]. [...] It was in the form of an application to the Court in which it was prayed that the name of the applicant should be recorded in the revenue papers against a certain quantity of lands and the name of the objector should be recorded against the remaining lands.
