After some eperience of the Act the Government seems to have realised that the sole sufferers under the Act would not be the creditors and the Civil Courts but the source of that large revenue the bulk of which was so long been diverted to the general administration would also be dried up. [...] The genius which cosigned the debtor into this predicament was certainly not a friendly genius whatever its protestations might be although it must be admitted that the device to bring the entire agricultural debt of the country under the liability to pay court-fees to the State was a masterpiece of finance tactics. [...] Let us inform the writer that the two distiguished Sens are different persons and far from going to Burma the Allahabad bearer of the name reverted to the local Bar after temporary service on the Bench and is still one of the shining lights of the profession. [...] It appears that it is not so much the amelioration of rural indebtedness that is in the mind of the framers of the Rules but bringing in of revenue into the coffers of the Government is the ultimate concern. [...] 64 and 65 of the Contract Act presuppose the existence of a contract witin the meaning of the Act which is either void or becomes void and they have no ap plication to the case when tone of the parties was incompetent by reason of his minority.
