The language of the proviso is : “must be recovered in the same way as other debts by a regular suit in the Court.” The contrast there is between the putni procedure and a regular suit and the emphasis is on the latter. [...] If there was an earlier notification of additional stamps and folios by means of an entry in the rgister the intervening days would not run against the applicant for the purposes of limitation and the whole period should be held to be requisite for obtaining the copy provided the applicant furnished the addtional requisites on the day first fixed for the delivery of the copy or the next wo [...] The new rule places the matter beyond controversy and we hope that in noting the date of the second notification on the back of the certified copy the copying deparment will be careful to put down the date which is the correct date under the new rule. [...] In 60 C. L. J. 353 while referring to the power of the zemindar to make the other properties of the putnidar liable as metioned in the preamble to the Putni Regultion their Lordships have observed that this is one of the cardinal incidents of a putni taluk. [...] In the latter case the Court obviously cannot go beyond the terms of the agreement and if it specifies the pesons who are to be appointed arbitrators and makes no provision for the case when the arbitrators refuse to act the Court canot substitute in the place of the named arbitrators certain other persons.
