He is a Master of the Bench Inner Temple and a member of the Bar Council and M. P. for the Ashford Division of Kent which was formerly represented by the late Lord Brabourne. [...] At the end of all that time to make him suffer the break of the Long Vacation and then to appoint him to a temporary and precarious vacancy when vacancies of a permanent character were open appears to us to be !ess than just. [...] To abolish the quota system by statute and then to enforce it in practice in a way as even subordinates obvious justice is not only to ignore the abolition but on the other band to apotheosise the system beyond the limits of legitimacy. [...] When a decree in a partitif it has not been stamped with the propei stamp there is a decree but not a decree that can be acted upon until proper Stamp is supplied but the decree can be validated by the addtion of the proper stamp and therefore it cannot be said that there is no decree at all in the sense that that decree is merely a piece of waste paper which cannot be valdated by the addit [...] It might be true that once the proper stamp is supplied the validity of the decree would date back to the date of the decree and therefore the execution application instead of being struck off might proceed as from that date.
