As the member continued to claim his right to speak and put all the power of his lungs into the demand the Speaker took the view that his conduct was disorderly and directed him to withdraw from the House. [...] Rightly or wrongly the Speaker had directed the member to leave the House and the latter acted wrongly in continuing to sit and speak in defiance of the order. [...] “ Whenever any member is guitty of gross disorder the Chair is empowered to order him to withdraw immediately from the House for the remainder of the sitting.” In such cases the Serjeant-at-Arms is directed to carry out such orders as may be given to him from the Chair. [...] If the Speaker finds that his own power to expel a member has proved inadequate he may name the member who has disregarded his authority and if he does so the Leader of the House makes a motion that the offending member be suspended from the service of the House and the question is put immediately. [...] If the principle of the English Criminal taw that it is for the prosecution to prove the accused guilty and not for the accused to ptove himself innocent is to be abrogated 66"
