The real objection was not that the Ordinance validates the Provincial Debt Laws retrospectively but that those Laws theselves are bad in so far as they affect retrospetively ” a law in force.” We take it that the ordinance-making power of the Governor-General is at least co-extensive with the law-making power of the Central Legilature.
