The question as to what would happen to the people of these Provinces and States has considerably perturbed the members of the Constituent Assembly. [...] As to the first aspect of the question it is necessary to bear in mind that in the event of a partition of India there would necessarily be two or more Sovereign States with the inevitable consequence that a citizen of one of these States cannot be ipso facto a citizen of another. [...] Sidhwa asked in the Constituent Assembly that a large number of the people of Sind (we assume that he was referring to the Hindus) should not be deprived of Union citizenship if Sind chose to stay away from the Union or when it is stated that in the case of partition of Bengal the Hindus of Eastern Bengal would automatically become citizens of the West Bengal State. [...] If a citizen of a State not joining in the Union remains a citizen of the Union also he would owe allegiance to both these States and in case of hostile operations beween the two he would not be treated as an alien enemy but would be liable for treason if he joins in the operations on the 116"Vol. [...] The Irish Constittion has such a clause which may serve as a model and which is as follows "Every person domiciled in the area of the jurisdiction of the Irish Free State at the time of the coming into operation of this contitution who was born in Ireland or either of whose parents was born in Ireland or who has been ordinarily resident in the area of the juridiction of the Irish Free St
