The motive underlying the Standstill Agrement was to maintain the status quo until the State fully acceded to the Indian Domnion The agreement precludes the Nizam from having any external relations with any outside power and all attempts by his Government to secure the intervention of the U. N. O. in a purely domestic dipute must be treated by all concerned as null and void. [...] Own-chill the (ither day in the House of Commons “ to look at the terms of the Standstill Agreement which at the present time regulates the relations of Hyderabad with the outside world ” the British Die-hards are still fomenting coin munalism in Hyderabad. [...] (i) of the Explanation to Artcile 5 of the Draft Constitution it is provided that “ Indian domicile ” may also be acquired under the provisions of Part 11 of the Indian Succession Act 1925 (wrongly referred to in the said Goverment Circular as Indian Succession Act 1935) had the provisions of that Part been applicable to him. [...] If the declaration comes within the puview of an “ affidavit ” as provided in the Stamp Act it must be stamped as provied in Article 4 of Schedule I of the Stamp Act but this declaration cannot by any means be deemed to be an “ affidavit or a declaration or affirmation in the case of persons by law allowed to affirm or declare instead of swearing.” The party desiring to acquire a domicile [...] On the other hand—if the affidavit system is adopted and the party is requied to take copy—then apart from the costs involved which in most cases of the rfugees would be prohibitive—the Magitrates would not he able to cope with trillions of affidavits and the copying dpartment of the Collectorate will have hardly any time to do other work.
