He referred to the results of decontrolling cloth which had been misery for the masses of the people while anti-social elements minted money at the cost of the poor. [...] We add our voice to that of other setions of the Press inviting the public to contribute to the Refugee Relief Fund opened by the United Council of Relief and Welfare of which His Excellency Dr. [...] Though there is no doubt a difference in quality between the Court of Small Causes and the High Court which hears appeals therefrom the Calcutta Court of Small Causes is looked upon by the man in the street as the High Court's younger brother and affects intimately much of the day-to-day life of the common man. [...] 2 (1) of the Bombay Public Security Measures Act 1947 every ingredient which is a requisite of the offence the most important being the satisfaction of the detaining authority must be established and in order to do that the authority must at least make statment in the witness-box on oath and submit to cross-examination by the accued; it is not enough merely to tender the order of detenti [...] Accordingly where the liberty of the subject is affected and the result of raising such a presumption would be to throw the burden on the acused to rebut the presumption the Court should not draw a presumption as to an essential ingredient constituting the oiience.
