C. C. Biswas former judge of the Calcutta High Court and Vice-Chancellor Calcutta University has been appointed Minister of State in the Government of India for the purposes of the agreement signed by the Prime Ministers of India and of Pakistan. [...] In terms of Part C clause vi of the Indo-Pakistani agreement on minorities a committee of inquiry has been set up by the Government of West Bengal to inquire into and report on the causes and extent of the recent disturbances and to make recommedations with a view to preventing recrudecence of similar troubles in future. [...] It is stated in the letter that the Courts are realising at the enhanced rate as provided for in the Amending Act and the correspondent desires to know how the excess paid can be recovered. [...] The need for general revision of the Court-Fees Act has been often stressed and one of the many defects is that there is no provision in the Court-Fees Act to obtain refund of money paid in excess. [...] 129 165 " The enactment is most anxious to collect money from those who seek to obtain justice but there is not one word' in the statute to enable the litigant who is to be subject to these stringent rules to robtain the sum of money which he by dint of wrongful uses of the powers given to the taxing officer does pay as court-fee."
