During the civil war between the nothern and southern States of America in the 'sixties of the last century the armed forces of the northern States which had been attacked by the southerners did not limit themselves to defence but transferred military operations to the territory of the south smashed the forces of the slave owners and created conditions for the national unity of the U. S. A. [...] In this case also international law described as " aggression " not the military operations of either side in the civil war but the intevention of a foreign state Much more recently during the many years of civil war in China even the U. S. Government protector of the Kuomintang clique never attempted to declare one of the sides fighting in China as the aggressor. [...] Forces charged with the maintenance of public order be restricted or abrogated so as to ensure the proper discharge of their duties and the maintenance of discipline among them." In view of the provisions in Art. [...] About six years back following the dark happenings of the Bengal famine of 1943 the Government of Bengal thought it best t recruit some officers in the Department of Civil Supplies from members of the high Court Bar. [...] The Air Force Act of 1950 has rcently been published in the Gazette of of India after receiving the assent of the President on 18th May 1950.
