Not even in the worst days of British rule did a member of the Viceroy's Council—let alone the Law Member who usually knew what was what in matters pertaining to the law—reflect on the judiciary and its work in Dr. [...] Whoever has some inkling of independent thought will agree that the amendment of Article 19 authorising the State to impose restrictions on freedom of speech in the interests of the security of the State friendly relations with foreign States public order decency or morality contempt of Court defmation or incitement to an offence" inclues items that are dangerously vague. [...] But precisely two days later on May 18 stung by the opposition of the Press to his Bill he thundered : "We talk of the freedom of the Press but how much freedom of the Press have we got today?" and to the clapping of obedient hands expanded on the control of the Press by financial manates. [...] The Third Session of the Ail-Assam Lawyers' Conference by one of its resoltions deprecated the continuance of the office of the Chief Justice of the Assam 9'5"xeyi CALCUT'l A WKIEKLY NOM V. I fiV. [...] To give a wider meaning to the Article would mean for instance that in the present case the President might even adapt the Articles relating to Fundamental Rights without the intervention of even the present Parliment.
