[...] This was not the function assigned to the Registrar in the report of the Civil Justice Committee nor was it so understood by the First Civil Court Registrar when the system was started in Patna in 1926. [...] The idea clearly is that the office of the registrar at headquarters should cordinate the work of all the Courts at the station.
