It must be remembered that this Statute of 1854 was passed for the transference of the Executive Government from the Governor-General who was the Governor of the Presidency of Thngal to the first Lieutenant-Governor appointed in that year. [...] The Statute therefore only meant to save the powers of the Governor-General in Council in respect of the territories that were not on this occasion transferred to any of the Presidencies or to the Lieutenant-Governor of Bengal. [...] tt says : " Whereas it is expedient to provide for the administration by the Governor General of India in Council of such parts of the territories for the time being under the Government of the East India Company as it may not be advisable to include in any Presidency or Lieutenant-Governorship and to vest in such Govenor-General in Council the powers now vested in the Governor of the Presidenc [...] 5 of the Statute which divests the Governor-General of the Governorship of the Presidency of Bengal and vests in him the residual powers after transferring the Executive Government of Bengal to the LieutenanGovernor; also bears out the scope of the Statute as stated in the preamble. [...] He may transfer the Eastern Districts or Chota Nagpur to the Presidencies of Madras or Bombay or to the Lieutenant-Governorships of the United Provinces—or even to the Punjab or Burma for the matter of that—but he cannot transfer them to Assam or the Central Provinces.
