We have received several representations and communications from members of the Provicial Judicial Service regarding the Resolution of the Government of Bengal on the Report of the Public Services Commission relating to the pay and prospects of the Provincial Judicial Service. [...] On the question of Judicial Reform in the Presidency of Bengal or for the matter of that in British India we have never been in favour of half measures and much less of the tinkering of the conditions of the Provincial Civil Services as have been recommended by the Public Services Commission and the not cetainly more liberal recommendations of the Local Government in its connection. [...] It is self-evident that the present staff of the Provicial Civil Service will be quite sufficient to dispose of the same amount of criminal and civil work if the two branches of this service are employed under identical conditions and under the common control and supervision of the High Court. [...] Further for the pupose of maintaining a high standard of efficiency and judicial traditions at least one-third of the District Judgeships should be reserved for rcruitment from amongst the practising members of the Bar a third from the Indian Civil Service and the remaining third from the Provincial Civil Service with equal prospects of being prmoted to the Bench of the High Court. [...] as the misrepresentation was in each case the same and the offences were all committed at one and the same time and place and in pusuance of the same conspiracy the offences were.
