The appointment of Sir S. Sinha to the position of a responsible Minister of the British Crown may well be regarded as an earnest paid to India towards the fulfilment of the assurances given in the Reform Scheme. [...] It will also serve to disabuse the opponents of the Reform Scheme in the British Parliament and political circles outside of the ability of an Indian to fill the position of a. responsible Minister of the Crown with credit. [...] 25 the GovernoGeneral governors Lieutenant-Governors Chief Commissioners the Ordinary Members of the Council of the Governor-General and the Judges of the High Courts are ex-officio Justices of the Peace for the whole of British India as are Sessions Judges and the Magistrates 'Justices of the Peace for the territories abdminitered by the Local Government under which they are serving a [...] One would expect that the list of Justices of the Peace for Bengal should bear the names of each and all of the persons coming within the several categories mentioned who exercise juridiction in the whole or any part of Bengal. [...] The list we are told has been " compiled in the office of the Chief Secretary to'the Goverment of Bengal and published by authority.'"
