We did not expect that after the promise of a partial responsibility of a secondary character in local administration a Bill would be framed by the Government of India with the sanction of the Secretary of State for making the executive heads of the Provincial administrations and the Government of India more irresponsible than any autocratic monarch that is to be found to rule over the destinies [...] T. though apparently intended only for a handful of men Ail4 place the whole of the Indian popultion at the mercy of the police and beyond the protection of the law courts cannot but be to rouse in the minds of the people discontent and grave suspicion as to the good faith of Goverment regarding the introduction of any genuine measure of responsible Government.
