The object of martial law is not to supersede the jurisdiction of such courts at the will of the extive but that the executive should avail theselves of this prerogative of the Crown at their discretion but none the less at their own risk during a state of war or rebellion when the functions of the ordinary courts become physcally and automatically suspended. [...] In view of the Reform Scheme and the changes that are likely to take place in the administration of the Presidencies and Prvinces in India and also in that of the Central Government directly and indirectly it is abslutely necessary for those who are desirous of ascertaining how far the proposals are in advance or otherwise of the existing system as also the practical results that are likel [...] The work under review is the only one of its kind which gives one a coprehensive view of the machinery of the Indian administration from the constitution of the Cetral lamtesrnment to the details of local adminitration and furnishes standards of comparison for their evaluation. [...] The structure of the Indian Governmerit from the India Office downwards to divisions and districts and municipalities and rural boardS; and the organisation and competence of the 'Indian. [...] Lecture XXIII deals with the several forms of judicial safeguards against the abuse of administrative action provided by the administrative law of the several systems.and a.eomparison of them leads the author to the conclusion that the French system of Administrative Courts charged with the duty of revising the actions and decisions of administrative authorities on law as well as fact must.
