His notes of dissent on the Despatch of the Government of India in connection with the Reform Scheme are hut honest critcisms of the reactionary recommendations of the India Government from the point of view of the Indian people whom he was appointed to reprsent in the Viceroy’s Cabinet. [...] mulgation and the execution of Martial Law in the Punjab was dictated by the same high sense of public duty both as an adviser of the Viceroy and as a representative of the people. [...] The section as it is is hoever susceptible of the interprêtation that the words " value of such machinery occurring in the third proviso refer to the first and second provisos only which immediately precede it and to nothing else because it cannot under any supposition refer to the remaining portion of the section namely its first paragraph which in determining the annual value of a holdin [...] 735) " it would have been the simplest thing to say that in detemining the annual value the presence or exisence of the machinery (instead of the value of the machinery) that may be on the premises shall not be taken into consideration." To put the matter in another form the legislature would have in such a case gained its supposed object by simply omitting the words " the value of " wh [...] It seems to be hardly cosistent with sound logic where the law forbids the consideration of only the value or cost of any machinery in certain circumstances to amplify the exact signification of the words used and to read them as implying that the exisence itself of the machinery forming part of the holding should be ignored because of the words " under this section " occurring in the thi
