The Proprietors received an intimation from the First Lord of the Treasury that the affairs of the Company would very shortly receive the attention of the House. [...] Whatever might have been the gains of the servants of the Company the share of the prosperity of the Company's shareholders was by no means of equal proportion. [...] In 1772 the embarrassing state of the Com= pany's affairs led to a close investigation by Parliament in Committees of Secrecy into the causes of its decline which were admitted to be intimately connected with the denudation of the precious metals and the consequent crippling of the manufacturing industry of the country. [...] The result of the interference of the English Government was the passing of the Regulating. [...] Considering the helpless and diorganised state of the country it cannot be said that the transition was either sudden or rapid but the chief interest lies in the principle that was made the basis of the English system of aministration the combination of Revenue with Police executive and judicial administration and the concentration of powers of direction and cotrol of those departments
