The entire public of India will be moved to gratitude and the judiciary hearteed by the very courageous and ouspoken observations made by Sir Shadlal on the eve of his departure for England to assume the duties of a meber of the Judicial Committee. [...] "he thought that the public had great confidence in the I. C. S. Judges and the hannv relationship with the people was due partly to their presence on the Bench." The report does not indicate whether the sneaker explained in what way I. C. S. Judges contributed to the happiness subsising between the High Court and the people. [...] The White Paper proposals are the following :- The qualifications for appointment as a Chief Justice or Judge will remain as at present but the existing provision which requires that one third of the Judges of a Court must be barristers or members of the Faculty of Advocates in Scotland and that one-third must be members of the Indian Civil Service will be abrogated. [...] The resolution which the Council unanimously adopted was the folow;rig :— Resoled that the Bar Council is strongly opposed to the propo.ed amendment of the Government of India Act whereby a member of the Indian Civil Service will become eligible for holding the post of Chief Jutice. [...] When a decree-holder has been given permission to bid and set off and when the amount of the successful bid is less than the decretal amount the whole of the set off must be deemed as made on the date of sale and the whole of the amount must be deeed to have been received or realised eo istanti the sale is made.
