Apart from the anomalies that we have pointed out from time to time about the working of the Agricultural Debtors Act we have received reports from the Mofussil that the Act far from being a source of rlief to the ryot is a source of great hardship to the bond fide agriculturists. [...] On a fair distribution of work between the senior and junior members of the profession Sir Douglas observes as follows :— " The Courts in India—at any rate in the Northern Provinces—are largely used for the convenience of certain counsel and not so much for the convenience of the litigants or the Courts. [...] In Calcutta the spectacle of the Court waiting for Cousel is happily unknown but there is the system of mentioning cases and re-adjusting the business of the day by seeking accommdation from the different Courts. [...] For one thing it inconveniences the Court and causes frequent disturbances of the list; for another it prevents the up-bringing of a class of competent juniors who may be epected to take the place of the present-day leaders in course of time. [...] While revieing the second edition of the book we said that that a second edition of the hook should have been called for within so short a space of time showed the important place that the Debtors Act had come to occupy in the ecnomic life of the country.
