The Act authorises the framing of bye-laws to regulate restrict or prevent the erection or exhibition of such advertisments as would disfigure or injuriously affect the amenities of a public park or the natural beauty of a landscape; the view of rural scenery from a highway railway or public place; or the amenities of any historcal or public building or monument frquented by the public [...] It is explained that the measure had become necessary because in recent years the motor car had greatly stimulated the interest of town-dwellers in the flora of the countryside and both amateurs and profesional dealers had been raiding the rural areas to such an extent that the natural beauty of the grassy or wooded spaces was being ruined. [...] IS REFERENCE TO THE REPORT OF THE JOINT SELECT COMMITTEE PERMISSIBLE IN THE CONTRUCTION OF THE GOERNMENT OF INDIA. [...] It has been the result of the observations of Lord Watson in the case of the Administrator-General of Bengal v. Frontal Mallick (I. [...] On the review of the relevant authorities it seems that in spite of the dissent of Lord Wright there is a respectable body of authority in favour of the view that unless the wording is plain and clear reference may be made to the Report of the Commisioners or to the Report of the Select Comittee in the construction of a statute.
