Towards the end of the year a temporary post of Special Officer was created to assist the Director of Development in the execution of Food Production Scheme and to look to the field work of the Department of Agriculture. [...] Subordinate staff—During the year under report the Angul Farm and the poultry and dairy sections of the Cuttack Farm were transferred to the Control of the Deputy Director of Veterinary Services with effect from the 1st April 1944. [...] On the other hand two Overseers were transferred to the Veterinary department with the transfer of the Angul Farm and the poultry and dairy sections of the Cuttack Farm to that Department. [...] The high floods in the rivers of Mahanadi and Brahmani hampered the agricultural operations in the Sadr and Kendrapara subdivisions of district Cuttack causing breaches in flood embankments and damaging the paddy crops to some extent The floods in the rivers of Baitarani Subarnarekha and Salandi and the saline innundation caused by the strong wind from the east in district Balasore damaged the p [...] The economic condition of the people was affected in a major portion of the Sadr and Kendrapara subdivisions of district Cuttack and in district Balasore and in the coastal areas of the district Ganjam due either to high floods during the monsoon or to saline innundation caused by the cyclone in August.
